Monitoring and evaluation of the Youth Guarantee in Trentino

This project aims at providing contemporary monitoring and a comprehensive impact evaluation of measures implemented within the Youth Guarantee Scheme in the Province of Trento, Italy. The policy framework for the local scheme is provided by the EU-wide Youth Guarantee principle endorsed by EU member states in April 2013. The main objective of the Youth Guarantee is to ensure that individuals below 30 years of age receive a good-quality offer of continued education, apprenticeship or traineeship, within a period of four months of becoming unemployed or leaving formal education, in order to improve their employability.

The contents of the project are organized into two strands – monitoring and evaluation – distinguishing two crucial dimensions of information fundamental for successful policy-making: (1) Quarterly monitoring reports ensure contemporary provision of information on program participation; (2) a counterfactual impact evaluation exercise aims at estimating the overall effect of the introduction of the Youth Guarantee in Trentino, in particular on the labour market outcomes targeted by the scheme. The project is carried out in collaboration with the Autonomous Province of Trento, Italy.
