POLIMIN – Politiche per minori e famiglie
Across Italy, policies and services supporting families, children and adolescents are highly fragmented and unevenly distributed across territories. Reliable and comparable information on what exists at local level is often lacking, making it difficult to assess coverage, identify gaps and design coherent national strategies. This is particularly critical in key areas such as early childhood development, support to parenthood in the first thousand days of life, adolescent wellbeing services, and the training of professionals working with minors. Without a systematic understanding of existing practices, public policies risk being based on partial evidence, limiting their effectiveness and the possibility of scaling up successful experiences.
The project
The initiative, commissioned by the Department for Family Policies of the Italian Presidency of the Council of Ministers, aims to produce four technical-scientific reports supporting the implementation of national plans on family and child wellbeing. The project runs over eight months (starting December 2025) and is fully implemented by FBK-IRVAPP, which is responsible for research design, data collection, analysis and reporting.
The activities are structured into four components:
- Mapping of local policies and services for families, natality and child wellbeing through a nationwide survey of municipalities and social territorial units (ATS);
- Survey of services and professional roles supporting the first thousand days of life, involving regional and sub-regional actors;
- Identification of good practices in adolescent listening and counselling services through mapping, data collection and qualitative analysis;
- Identification of good practices in training standards for professionals working with minors, including mapping, documentation and qualitative analysis.
Methodologies combine structured questionnaires, desk research, stakeholder engagement and comparative analysis. The results contribute to supporting the implementation of selected actions under the National Family Plan 2025–27 (PNF), the National Plan for Children and Adolescents 2025–27 (PNIA), and the National Plan for the Prevention and Protection of Minors 2025–27 (PNCP).:
