Ex-ante and ex-post evaluation of passive labour policies
In the recent years the Italian Government has started a formal process aiming at endowing the autonomous Province of Trento with increasing power regarding the management of social security spending. Given the provincial authorities’ increasing need to estimate possible costs of alternative policies, IRVAPP was appointed by the Province of Trento to carry out ex ante and ex post evaluations, with particular reference to new provincial passive policies. In order to carry out these analyses, IRVAPP has created a database, denominated CobRA, containing information about the income condition, work histories and unemployment episodes of active Trentino’s population. The database is the result of the collaboration between IRVAPP and the provincial statistical office (ISPAT), which is regulated by the agreement <Ammortizzatori>, signed within the Memorandum of understanding for the Realization of Statistical Analyses. Moreover, IRVAPP has developed a micro simulation model (TREMOD) that enables researchers to ex-ante evaluate the effects on living conditions and on labour market behaviour of the recipients of both the fiscal and welfare policies designed by the Province of Trento. The model has been developed in partnership with ISPAT upon the agreement <Panel>, signed within the Memorandum of understanding for the Realization of Statistical Analyses.
