SMART SCHOOLS Greece

Digital transformation in education has accelerated across Europe, yet many systems lack robust mechanisms to assess whether investments in infrastructure, content, and training translate into improved learning outcomes. Without systematic monitoring and evaluation, policymakers face difficulties in understanding what works, ensuring accountability, and guiding future investments. This gap limits the effectiveness of public spending and hinders the development of coherent, evidence-based strategies for integrating digital technologies in teaching and learning.

The project

SMART SCHOOLS Greece addresses this gap by supporting the Greek Ministry of Education, Religious Affairs and Sports in developing a comprehensive monitoring and evaluation framework for digital education investments. The project is coordinated by European Schoolnet (EUN), which leads overall design, stakeholder engagement, and implementation, while FBK-IRVAPP contributes as a subcontractor by developing indicators, data collection methodologies, and technical specifications for the framework.

The project runs for 24 months and is funded under the EU Technical Support Instrument (TSI). Its activities include:

  • defining educational and digital outcomes and related indicators;
  • mapping and integrating data sources;
  • analysing international good practices;
  • co-creating the framework with stakeholders through workshops and consultations;
  • developing functional and technical requirements for an information system;
  • delivering training and guidelines to support adoption.

By combining methodological development, stakeholder involvement, and capacity building, the project aims to enable systematic assessment of digital education policies and investments in Greece.
