Differentiated Autonomy – Lombardy Region
With Act No. 86 of 26 June 2024, the Italian State has taken an important step in implementing Article 116, paragraph 3, of the Constitution, which allows ordinary-statute Regions to obtain further forms and particular conditions of autonomy. Lombardy, one of the first Regions to embark on this path, wishes to examine in depth the costs and benefits of decentralising certain competences.
The Project
The Lombardy Region and FBK-IRVAPP have signed an agreement to carry out an analysis that will assess the efficiency and effectiveness of the proposals for additional forms and conditions of autonomy, and to develop methodological guidelines for economic and financial planning.
The project will analyse territorial, social, administrative, geographical, economic, demographic and political factors to provide a comprehensive picture of the regional context, and will compare all relevant databases (local, national and international) in order to construct indicators enabling objective comparisons between different scenarios for the transfer of competences and for sharing tax revenues.
The analysis will examine functions relating to civil protection, supplementary and complementary pensions, and the professions, followed by the other so-called “NO-LEP” subjects identified in Act 86/2024 that are included in Lombardy’s request for further forms and particular conditions of autonomy.
