Misurare il benessere delle persone e della società: una sfida per la statistica e la politicaAbstract
Negli ultimi cento anni di storia abbiamo assistito ad un aumento senza precedentidel benessere materiale, ciononostante sono ancora fortissime le disuguaglianze tra i paesi ricchi e i paesi poveri e tra le persone ricche e povere all'interno dello stesso paese. Nasce dunque la necessità di misurare il progresso della società andando oltre le misure convenzionali di carattere economico (PIL), ma tenendo conto anche delle condizioni sociali e ambientali del paese. L'OCSE ha proposto dimensioni ben specifiche per la misurazione del benessere che riguardano le condizioni dell'ecosistema, il benessere umano, l'economia, la governance e la cultura, aspetti intra-generazionali come la povertà e aspetti inter-generazionali come la sostenibilità e la vulnerabilità. Compito degli statistici è dunque quello di costruire opportuni indicatori per misurare il benessere sia nelle sue componenti "oggettive" sia nelle sue componenti "soggettive".
Enrico Giovannini è Presidente dell'ISTAT da luglio 2009. Dal gennaio 2001 è stato Chief statistician dell’OCSE e direttore della Direzione statistica, che si occupa dello sviluppo e coordinamento delle attività statistiche dell’Organizzazione. In questa posizione, è stato responsabile della vasta produzione statistica dell'OCSE e ha rappresentato l'Organizzazione in tutti i maggiori comitati statistici internazionali (ONU, Commissione Europea, etc.), contribuendo allo sviluppo della statistica a livello mondiale. Dal novembre 2002 è anche professore straordinario di statistica economica all'Universita' di Roma "Tor Vergata".

SHORT AND LONG-RUN EFFECTS OF WORLD WAR II IN ITALY AND GERMANY (seminar)
Sascha O. Becker presents the paper "Short and Long-Run Effects of World War II in Italy and Germany"
In this paper the authors study the implications of imbalanced sex ratios using data for Europe and the events related to World War II as an identification device in the empirical strategy. They want to add to this literature by providing evidence on the economic consequences of imbalanced sex ratios in two European countries that were significantly affected by World War II: Germany and Italy. The authors go beyond the literature that employs European data in several respects. First, exploit county-level data for all of Germany. Second, they exploit similar data for Italy thus taking a cross-national perspective. Besides female labour force participation rates and marriage rates, they look into the possibility of studying the intergenerational effects of higher labour force attachment of mothers on children's education and labour market outcomes.

Francesca Zantomio joined IRVAPP in October 2009. She is completing a PhD in Economics at the University of Essex and has previously gained a Msc in Economics at the University of York and a PhD in Public Finance at the University of Pavia. Her research focuses on micro-econometrics applied to public economics and in particular the study of welfare participation, the evaluation of welfare programmes, and the redistributive impact of government intervention through the tax and benefit system. She is a research associate of the Institute for Social and Economic Research (ISER), where she has previously been Senior Research Officer. |
